When reorganizing (brought on by table with broken leg), I moved my paper from my rack like stores have that sort colors to drawers. With the fireplace, things just got too dusty and I had to get creative with paper. I went the extra step and labeled them! Yes, I am loving this. I always had to take out a stack of paper to find the right shade. I still do, only the papers are more protected and no more bent edges from putting in my rack the wrong way. Rack still exists, still in use, just most things are in plastic now to keep them safe. It holds over 30 sets of things waiting for use. (ex: kits - I see them now and will use them more; a few projects; I realize how much stuff I had when doing this so buying anything but adhesive is quickly stopping). if you look, you can see what colors I use most (almost - just noticed a missing drawer ). From Top (wish I had taken tag off first, maybe I did later. I left the old print and stickers - they were really stuck on there. Thought it would detract, but it doesn't - eye goes to the cats first): Middle Bottom (I can reach all drawers and they are on a 10" base from the old fireplace wood storage -- so no getting on the floor to reach them. I do keep a small stool in my area) Note the dates - it is now 2023 and these are still in use! An additional column of embellishment drawers sorted in rainbow. I stopped using the Scrap thing with plastic sheets. Another column by theme. I can find most things fairly quickly still.

I see the post is from 2018. How much of that paper have you used? 😃😄
I love when a system works! My paper is in Iris boxes and basically in no order. It's a workout when I need a piece of 12x12.

More than you think. Since I can easily find, I don't purchase much extra unless needed. Usually I can find what I need in those boxes. Also, I don't keep many small (< approx 3x3) scraps. They go into recycle. Finding and using is what I prefer.
That said, there are more shades of each color than I realized. I have found I go through black, brown, blue and red faster than the other colors.

One other organizational thing that helps (just thought of as I don't know if I shared)
I keep scraps sorted by sizes. Loosely!
1) baggie of 4.25x6.25 and 4.25 x 5.5. These are the two sizes I use most for cards and scrapbooking. 2) baggie of those over 3x3 but under 4.25 x 5.5 3) long strips and half sheets - assortment of thing papers to keep.
I don't do everytime, but I have a box of scraps I keep on one side, these three baggies/sleeves are on the other. When the box on the right gets full, I spend some time cutting things down a bit. If the paper has bad vibes (usually after layout that didn't work well), it goes into the recycle bin. Otherwise, it is trimmed 'square' and goes into one of the baggies.
I do have a few plastic containers of die cuts/punches I use often. I will sometimes punch a bunch of shapes from odd pieces. Typically my branch punch or circles. I will make a few others on occasion, but usually I have an idea in mind when I do that.
